The College Football Betting Power Ratings indicate Northwestern should win by double the current line. 

Kentucky (7-5) ended the regular season with four losses in six games compared to Northwestern, which won their last seven games.

Line variances such as the one we see above are typically due to injuries or other situations not factored into the Power Ratings but we don't see any of that here.

It's possible KU's defense is viewed as dominant enough to force the line down in this game.  Kentucky was led by safety Mike Edwards, who finished with 90 tackles and four interceptions. Linebacker Josh Allen and defensive end Denzil Ware combined for 13 1/2 sacks, but more recently the Kentucky allowed an average of 35.8 points per game in the season's second half, giving up 40 or more three times.  That can't have Northwestern too nervous heading into this game.
